地区差异性视角下县级财政支出与县域经济增长关系的研究——以新疆83个县域为例

The Relationship between County Fiscal Expenditure and Economic Growth from the Perspective of the Regional Differences——83 Counties in Xinjiang

新疆各县域经济发展水平差异明显,文章首先根据2006—2013年新疆县级财政数据,利用泰尔指数计算分析,结果表明,新疆三大地区经济发展水平差异较大,各地区内各县市之间经济发展水平差异也很大,东疆和北疆县级财政差距较小,南疆县级财政差距较大。然后,利用2006—2013年,新疆83个县(市)的财政支出与县域GDP的面板数据进行计量分析,发现从整体角度看,新疆县域财政支出与县域GDP之间存在着长期稳定的均衡关系,县级财政支出对县域经济发展的推动作用较为明显;从各个县的角度来看,各县自发经济增长水平存在较大差异,大部分县的经济自发增长水平很低,财政支出利用效率较低,有些县甚至完全依赖于财政支持。最后,提出缩小新疆县域间经济发展水平差距的相关对策建议。

Differences of the county economy in Xinjiang are obvious.This paper,based on the financial data of 83 counties in Xinjiang from 2006 to 2013,analyzed the fiscal differences of three areas in Xinjiang,The results indicated that the regional differences is very large,which not only reflects differences between the east,north and south areas in Xinjiang,but also ones between counties of each area.The fiscal gap between the east and north is smaller and in the south bigger.Using the fiscal expenditure and GDP panel data of the 83 counties from 2006 to 2013,it found that,overall,the county fiscal expenditure and economic growth have maintained a long-term stable equilibrium,and the country fiscal expenditure scale has a significant positive effect on the growth of county economy.A large difference exists on economic growth level between counties,most of the spontaneous growth is low and the utilization efficiency of fiscal expenditure is very low.Finally,measures are suggested to narrow the gap of county economic development in Xinjiang.
