农村全面建成小康社会需要进一步解决的问题简析

A Brief Analysis of the To-Be-Solved Problems for Comprehensively Building up a Well-Off Society in Rural Areas

在全面建成小康社会的进程中,农村虽取得很大成就,但仍是薄弱环节。农业的增长方式粗放、农村的法治建设滞后、农民的素质偏低、组织功能弱化等诸多问题亟待解决。没有农村的全面小康,就没有全国的全面小康。必须坚持问题导向,转变农业发展方式、优化农村法治环境、强化科技文化引领、加强村街干部管理。

In the course of building up a well-off society in a comprehensive way, great progress has been achieved in rural areas where still continue to be a bottle neck. The extensive mode of economic growth in agriculture, lagging construction of rule of law in rural areas, comparatively low labor quality and weakening of organization function demand a prompt solution. Without the comprehensive realization of a well-off society in rural areas, a whole well-off society can hardly be counted as one. We should stick to problem-solving orientation, transform the modes of development in agriculture, optimize atmosphere for rule of law in rural areas, stress the leading role of science and culture, and intensify the management of cadres in villages.
