物业管理:从行政管理走向业主自治 被引量:1

摘要 我国物业管理从无到有,经历了从政府行政管理向业主自治管理的发展过程。搞好业主自治下的物业管理,需要从多方面开展工作,即政府要充分尊重业主物业管理的自治权,从管理型政府向服务型政府转变,培育业主组织的治理能力;良好的物业管理是业主广泛参与的过程与结果,必须将广大业主发动起来,促进业主共同关心、支持并参与物业管理与建设,业主及业主组织在物业管理中应发挥主体地位和主导作用,不断积累并形成自身的物业管理治理能力;物业经营单位要提供高效的服务能力,狠抓经营管理,协助业主提升物业管理能力。 Our property management has experienced the development process from the government administration to the owner au- tonomous management. To improve the property management with owner autonomous management needs the three -pronged approaches to work: first, the government should fully respect the autonomy of the owner property management, shift man- agement - oriented government to service - oriented government and foster organizational governance capacity of the owners; second, good property management is the process and the results of the broad participation of owners, the owners must be mobilized to promote the owners' common eoneern, support and participate in the property management and construction, the owners and owner property management organizations should play a leading role in the dominant position and continue to accumulate and form their own property management governance; third, the property units should provide efficient service capabilities, improve management, and promote the property management capabilities of owners.
