我国行业协会职能定位的改善路径

官办或半官办的行业协会是我国行业协会的主体,它们是政府机构改革的产物,也是改革不彻底的产物。生存路径的官方性,导致行业协会的准行政化治理、会员企业的伪自愿入会,这又使政府职能改革大打折扣。本文认为,破解行业协会发展和政府职能改革双重难题的路径在于:一是政府进一步简政放权,从源头和体制上给行业协会发展以保障;二是行业协会要加强自主性建设、严于自律实现自身的发展;三是要发挥市场的积极作用,通过行业协会的市场化培育,实现企业入会的可选择性。

The official or half- official industry associations are the main body of China＇s Industry Association, which are the product of government institutional reform, and also the remains of the halfway reform. The official survival path can bring out quasi administrative governance of industry association and pseudo voluntary membership of enterprise, which greatly reduces the reform of government functions. In this paper, there are three paths to solve industry association development and govern- ment reform. First, further decentralization of the government can protect the development of industry associations from the source and system. Second, industry associations need to strengthen self construction and strict self-discipline to achieve their own development. The third path is to play a positive role in the market, and cultivate the optional enterprise mem- bership through the market of industry association.
