中国政府同国际社会在扶贫开发领域交流与合作问题探析

An exploration of the Exchange and Cooperation in the Field of Poverty Alleviation and Development between the Chinese Government and the International Community

中国政府同国际社会在扶贫开发领域的交流与合作始于20世纪80年代初,而这种交流与合作的大规模开展是从90年代中期开始的,主要方式是在贫困地区实施扶贫开发项目,对扶贫开发领域中的重大问题开展前瞻性研究,加强扶贫开发机构能力建设,共建减贫交流合作平台,举办减贫援外培训班,对发展中国家开展减贫项目援助。为进一步争取国际社会的援助,中国政府应制定长远规划,拓宽争取外资扶贫的渠道,扩大外资扶贫的领域和内容,推动外资扶贫的制度创新,积极探索外资及外资与内资混合使用的新模式。

The exchange and cooperation in the field of poverty alleviation and development between the Chinese government and the international community began in 1980 s and the large-scale development of the exchange and cooperation was fiom the middle of 1990 s.The ways of exchange and cooperation in the field of poverty alleviation and development between the Chinese government and the international community mainly included:to carry out poverty alleviation projects in poor areas,to carry out prospective studies on major issues of poverty alleviation and development,to strengthen the ability building of poverty alleviation and development institutes,to build a poverty alleviation platform for exchanges and cooperation together,to hold poverty alleviation and foreign aid training courses and to provide aid of poverty alleviation projects for developing countries.For further getting the assistances from the international community,the Chinese government should formulate long-term plans,widen the channels of the poverty alleviation from foreign investments,expand the fields and content of poverty alleviation from foreign investments,promote the system innovations of poverty alleviation from foreign investments and actively explore new modes of the combination of foreign and domestic investment
