后斯诺登时代的美欧网络安全合作

U.S.-EU Cooperation on Cyber Security in the Post-Snowden Era

随着互联网在全球政治、经济、军事和社会文化等方面的影响日趋扩大,美国和欧盟都认识到双方在数字空间展开合作刻不容缓。2010年以后,以里斯本美欧峰会《联合声明》为契机,双方在网络安全领域进行了广泛的合作,而且成果显著。然而,斯诺登事件给欧盟及其成员国以沉重的打击,大西洋两岸间的战略互信受到了严重的质疑。虽然美国政府采取了一系列措施以重建欧洲盟国信任,但未来美国和欧盟的合作仍将面临挑战。美欧在网络安全理念上的分歧、数据安全流动的矛盾和美国的双重标准,不利于美欧合作的顺利进行。美国和欧盟在互联网领域的合作和竞争将持续下去。

With the internet's expanding influence on global politics,economy,military,society and culture,both the U.S.and EU realized the urgency of cooperation in digital space.Since the signing of the 2010 EU-U.S.Summit Joint Statement in Lisbon,the U.S.and EU have made comprehensive cooperation on cyber security with significant achievement.Although the massive assault on the information system and different cyber crimes have undergone rapid technological development,the response of the U.S.and EU was equally innovative and flexible.However,the Snowden incident dealt a heavy blow to the EU and its members.The mutual strategic trust across the Atlantic was seriously questioned.The U.S.government has adopted a number of measures to reassure its European allies and rebuild trust,but future cooperation between the U.S.and EU still faces challenges because of differences in cyber security concept,different attitudes toward safe data flow,and double standards on the part of the U.S.
