摘要
我国推免生工作中存在着公平与质量的矛盾问题,或者为保证质量而牺牲公平,或者为维护公平而影响质量。参考社会科学中公平与效率的关系理论,招生的公平与质量应该是一种统一的、互动的关系。应以推免工作中学生、接收单位(含导师)两个主体的需求为视角,通过扩大有推荐权的高校范围,扩大推荐比例,增加一个独立的网上报考志愿阶段,给"211工程"高校之外的推荐高校增加"推免补偿名额"等改革措施,努力寻求公平与质量的平衡。
There exist contradictions as to the impartiality and quality in university enrollment of exam-exempt students. Impartiality is sometimes sacrificed for the sake of quality or vice versa. According to the equity-efficiency theory, impartiality and quality in student enrollment should be uniform and interactive. From the perspectives of students and receiving schools (including supervisors), a balance should be achieved between impartiality and quality by increasing the number of schools capable of admitting exam-exempt students and the number of students thus enrolled, establishing an independent online application platform, and providing an additional enrollment quota for non-"Project 211" colleges and universities.
