我国养老保险转移接续的路径发展研究

Transferring Path of the Endowment Insurance Development in Our Country

养老保险的流动性不畅是我国深化城市化进程的重要阻碍,解决转续难的问题需要摸清养老保险转移接续发展的制度脉络和现行的壁垒症结。养老保险转续制度的发展可以分为三个阶段:1996年前的制度缺失阶段、1996—2008年的制度初创阶段和2009年至今的制度深化改革阶段。通过分析不同统筹区和不同制度的转续通道,对我国养老保险转移接续的政策制度现状进行系统的梳理,为新型城镇化背景下解决制度顺畅转续这一关键问题提供基础性参考。

The liquidity of endowment insurance barriers is the obstacle of deepening the urbanization process in China. Around the country and although there are parts of transferring files, however, is scattered and sporadic, has not yet formed a complete system, led to the widespread practice of many barriers. This article through to our country for transferring the endowment insurance policy and documents at various levels and of carding classification, transferring the endowment insurance in our country has institutional barriers to context and the existing problem. In this paper that the development of China ＇s endowment insurance system for transferring can be divided into three stages： before 1996 the system lack of phase, 1996 —2008 the system startup phase and 2009 to the present system deepening reform stage. Based on different region as a whole, and the channels for transferring analysis of endowment insurance system,transferring system can be divided into four categories, to our country the present conditions of the policy system of endowment insurance transferring system of comb, for new urbanization under the background of smooth transferring system is the key problem to provide a basic reference.
