A Study about Impact of The Change from Manufacturing Industry to Service Industry on Income Distribution:Based on The Perspective of Industry Choice Determined by Human Capital's Comparative Advantage

摘要上世纪七十年代以来,发达国家经历的产业结构转变,使得收入分配趋于两极分化同时,也推动了平均工资收入的持续增长。而在全球经济新趋势背景下,认为制造业向服务业转变一定带来平均工资收入增长的观点,则潜在着重大缺陷。忽视产业间人力资本比较优势提出的产业结构转变战略,有可能不仅难以保证发展中国家或地区平均工资持续增长,甚至将会导致这些国家或地区内部收入分配出现严重的两极分化,从而陷入"产业结构转变陷阱"。以分位数回归和反事实分解为方法,基于CHIP(2007)数据开展的研究显示:随着服务业在国内各地区产业结构中比重的增加,收入分配的两极分化倾向有加剧之势;同时,鉴于产业间人力资本比较优势在不同地区明显分化,各地区将面临着旨在推动平均工资持续增长的不同战略要求。 Since the 1970 s,The change in industrial structure which happened in developed country cities have raised the polarization of income distribution on the one hand,but on the other,also have boosted the sustained growth of average wage.However,in the background of global economy＇s new trend,there is a significant flaw in the viewpoints which believe the change from manufacturing industry to service industry should surely increase the average wage.The related strategies would not only lead the developing countries or regions to achieve the growth of average wage difficultly,but also lead the internal income distribution to appear starkly polarized in these places,then push them into structural change trap＇ finally,if they ignored comparative advantages of human capital.Taking Quantile- Regression and Counterfactual- Decomposition as methods,the research which based on the data of CHIP（2007） shows：With the service industry＇s proportion increasing in the industrial structure,the polarization tendency in the income distribution is showing a growing momentum;Meanwhile,since the comparative advantages of human capital are evidently differentiated between different regions,each area will face the different development requirement on the strategic level which is aimed to promote the average wage＇s growth.
