青岛沿海近岸城市空间建设评析

沿海近岸地区作为海洋经济的主要空间载体,已显现出巨大的开发强度。本文以此为背景,通过实证研究,梳理青岛近岸空间建设、规划动态、法规体系和管理情况的特点,指出其存在的空间蔓延、规划失灵、环境威胁、法规待修订与管理部门角色错位等主要问题,并针对性地提出了滨海空间建设的法律、管理、经济三大制度基础与信息、技术与专项研究三大平台保障的空间机制建议,以此希望为我国滨海空间建设提供经验借鉴。
