习近平总书记提出"四个全面"具有丰富内涵和内在联系,即战略目标决定战略举措、根本保证保障战略目标和总目标、两翼双轮推进两个建设。中国梦与"四个全面"完美对接、融为一体,是指引继续推进"四个全面"的灵魂。中国特色社会主义理论体系是党治国理政的指导思想,"四个全面"是中国特色社会主义理论体系的最新成果,其精髓是全面推进中国特色社会主义伟大事业和党的建设新的伟大工程。中国正处在关键的历史节点和全新的发展起点:以习近平同志为总书记的党中央开启的以继续推进"四个全面"实现中华民族伟大复兴的中国梦为目标的改革开放和社会主义现代化建设的新时代。

When giving his report on the Work of the Government 2015, Chinese Premier Li Keqiang said humorously that ＂Powers are not to be abused＂, which can be interpreted as a declaration to build a modern government and as a gesture having profound political implications. On the macro-level, this implies the optimization of the government duties and the streamlining of administration and power delegating. At the middle level, it means that a more reasonable official assessment system should be established; and on the micro-level, the communist officials should have a proper outlook on powers and act on it in practice.
