摘要
香港基本法确立了特区行政长官普选的目标，为实现这一目标，过去多年中央政府、特区政府和香港社会付出了极大的努力，这次特区政府提出的普选方案符合香港基本法和全国人大常委会的有关决定，是符合香港实际情况的最佳制度安排，特别是不同的民意调查显示香港市民大部分都希望落实普选，特区政府提出的普选方案得到社会多数市民的认同。
The Basis Law of Hong Kong ensures the goal of universal suffrage, and the central government, the Hong Kong government and Hong Kong society have made great efforts in order to achieve the goal in the last many years, the proposal issued by the Hong Kong government is conformed to the Basic Law of Hong Kong and the current situations in Hong Kong, specially many different public-opinion polls demonstrate that the public supports and hopes that the proposal can be implemented.
