This paper aims at offering an overview of the development of public interest litigation （PIL） in Hong Kong. After this introduction, the paper firstly attempts to find out the definition of PIL in Part II, and then followed by a brief discussion of the historical development of PIL in Hong Kong and the factors affecting its development in Part III. Part IV of the paper examines the procedure for initiating a PIL in Hong Kong courts and the problems that will be encountered in the process. Part V of the paper discusses the criticisms of PIL and examines the value of PIL to the society. Part VI concludes the paper by forecasting the future development of PIL in Hong Kong.
