国际扶贫开发合作项目的实践与启示——以广西为例

Practices and Lessons Learned from a International Cooperative Poverty Alleviation Pilot Project in Guangxi

《中国农村扶贫开发纲要（2011-2020年）》提出,要把连片特困地区作为国家今后十年扶贫攻坚的主战场。残疾人扶贫是中国国家扶贫开发的重要工作。广西残联与国际助残组织合作开展残疾人＂劳动就业和社会保障＂项目,并结合国际发展领域＂以权利为本＂和国际残疾人扶贫领域＂社会经济融合＂的理念,在＂一户一策＂参与式扶贫、自主管理型扶贫互助资金建设、＂经济赋能＂扶贫培训等方面进行了实践创新,以切实帮助残疾人改善生存状况,加快同步小康进程。

Highlighted in the Outline of China＇s Poverty Alleviation and Development for Rural Areas（2011-2020）,impoverished areas should be the main focus and priority of an ambitious national poverty alleviation program.In collaboration with Handicap International,the Guangxi Disabled Persons＇ Federation（ ＂GDPF＂） has implemented a pilot project called ＂Decent Work and Social Protection for People with Disabilities＂.This project piloted different innovative practices and achieved impressive outcomes.The practices include：personalized and participatory approaches supporting people with disabilities with livelihoods needs;supporting people with disabilities to gain access to the poverty alleviation mutual fund;and systematic capacity building for people with disabilities through economic-empowerment.It is hoped that these achievements will contribute to improve their living conditions and accelerate the process of simultaneous well-off of the disabled.
