水利灌溉基础设施的供给和管理——基于C村水利基础设施变迁的实证研究

Supply and Management of Public Irrigation Infrastructure

通过对C村80多年的公共水利灌溉基础设施的供给和管理的实证研究,发现私人、合作组织、村集体和政府各自在一定历史阶段成为提供水利灌溉服务的主体,水利灌溉基础设施发挥作用的效果与受益人群的边界、管理办法、乡规民约、组织体系等因素密切相关,提出发展私人灌溉设施和小型公共水利基础设施、明确定位政府部门的职权、强化村民在公共水利基础设施的管理权、发挥乡规民约的正向功能等政策措施。

Through the empirical study of 80 year supply and management of public irrigation infrastructure in C village, the author found a private, cooperative organizations, the village collective and the government become the main irriga tion service at a certain historical stage. Irrigation infrastructure effects have much to do with the boundary of beneficia ries, management practices, local rules or regulations, organizational systems. It also proposed developing private irriga lion facilities and small public water infrastructure, positioning powers of government departments, strengthening villag ers＇management power in public water infrastructure, playing the positive role of local rules or regulations.
