The Research on the Outlook of People's Livelihood of the CPC in the Period of the First Five-Year Plan——Based on the Analysis of the First Five-Year Plan Text

中共在"一五"计划开始实施之前已经清醒地认识到,选择优先发展重工业的工业化道路必然会影响到人民生活水平提高的速度。对此,中共确立了重点建设、兼顾民生的指导思想,并且对"一五"时期的人民生活作出了适当提高的规定。这一思想奠定了"一五"到"五五"时期中共领导民生建设的总基调,在当时是符合中国经济社会发展实际状况的,后人不能用以后的历史来否定当时的历史。

The CPC had realized contradiction between the industrialized road of priority to the development of heavy industry and improvement of the people’s living standards before carrying out the First Five-Year Plan. The CPC established the guideline of priority to construction with due consideration given to people’s livelihood and made the decision of improving proper people’s livelihood. It is guiding principle of people’s livelihood of the CPC in the period from the First to the Fifth Five-Year Plan. It was in line with Chinese economic and social actual situation at that time. Now we cannot deny the history from the current perspective.
