工会应急管理协同模式探索研究

On Trade Union's Emergency Management Coordination Pattern

应急管理从单一主体走向多主体参与成为基本趋势。工会作为其中重要的主体之一,主动参与应急管理的作用空间正不断扩大,亟须提高其自身的应急能力。通过对应急管理多元化主体及其协作效果分析,构建了一种工会主动参与的应急管理协同模式。影响模式运行的首要因素是基层工会参与应急管理的自身能力建设,需要从不同方面寻求解决对策。

Shifting from the single subject participation into the multiple subject participation is the basic trend of emergency management. As one of the important subjects,trade union＇s effects field in active participation is gradually expanded. It is urgent to improve trade union＇s own ability of emergency management. Through the analysis on plural subjects of emergency management and the coordination pattern,one emergency management coordination model was constructed with active participation of trade union. Further on,the primary factor affecting the operation of the coordination model is to strengthen grass- roots trade union＇s capability construction from different aspects.
