“订单式”培养远洋渔业紧缺人才的实践与思考 被引量:9

摘要 发展现代远洋渔业是党的十八大提出的建设海洋强国的战略需求,而远洋渔业人才的培养则是促进远洋渔业可持续发展的重要保障。应采用理事会管理、"订单式"培养远洋渔业紧缺人才;行业主管部门、产业部门、学校和学生四方应协同,形成政府宏观调控、企业需求有保证、学校积极培养、学生愿意选择的良性循环;企业至少提前2年下"订单",由学院、企业共同选拔学生,进行为期二年的"订单式"强化培养;校方应将强化培养教学内容纳入教学计划中,作为专业方向来培养;应多层次、多方面和多专业培养远洋渔业紧缺人才。 The development of modern distant-water fisheries is the strategic needs of the 18th national congress of the Communist Party of China. Cultivating or training qualified people and develop their capabilities is the guarantee to improve the sustainable development of the Chinese distant-water fisheries. In order to satisfy the demand from the industrial sectors in particular, the situation of talent shortage of distant-water fisheries should be changed by means of "order-orientated training program", which is coordinated and supervised by the Fisheries Board of Directors. Administration authority, industrial sectors, universities and students should collaborate and communicate with each other fully about the training that is needed to meet the needs of industry. Each partner in this cycle has a different role: the government controls the directions of fisheries at the macro-scale; industry provides information on their training and capacity; universities provide the training required and students choose the training they desire. To allow the training courses to be developed, the industrial sectors should pTovide the "order/demand" two years in advance. The students who apply for the training will be selected by universities and industrial sectors jointly, and receive two-year intensive training courses, which will be brought into the curricula program as one of package designed for students seeking job in the distant- water fisheries field. The course structure is organized by muhi-level, multi-field, and multi-disciplines to meet the varied demands.
