社区减负增效:困局、成因与治理——基于舟山市城市社区的调查与分析

Alleviating Burdens and Improving Efficiency: Problems, Causes and Management——Based on the Investigation and Analysis of City Community

近年来舟山市城市社区的负担非但没有减少,反而愈来愈重,"牌子多、台账多、检查考评多、证明盖章多、统计报表多"使得社区干部负担明显加重,其服务社区居民的职能弱化,与群众距离渐行渐远,社区职能错位,行政化色彩愈发明显,由此产生多重危机,管理成本增加,资源浪费,服务效能低下,甚至出现台账造假现象。"负担过重"表征的背后,其深层原因是基层治理的缺陷。社区"减负增效"还需回归自治本位,做到标本兼治,实现社区治理与基层行政管理的"无缝对接",进一步完善基层治理体系,形成政府与社区良性互动机制。

In recent years, the burden of urban community has become increasingly heavy rather than being alleviated. More and more shingle, accounts, evaluations, certifications, seals and statistical reports make the heavier burden of city community, and the sufferings of community staff. Consequently, city community＇s weakened service functions, increasing aloofness from residents, function dislocation and administrative tendency have caused multiple crises, such as the increasing management costs, resource waste, low service efficiency, and even false accounts. A close examination reveals that the deep reason for overburden of city community is the defect of grass-roots management. To alleviate the burden of community, it is still needed to return to autonomy, address both the symptoms and root causes to realize seamless docking of community governance and the grassroots administration management, further improve grassroots governance system, and form the benign interactive mechanism between government and community.
