摘要
一直以来,组织绩效管理是国有企业落实和分解年度经营目标的主要手段和方式,然而传统的组织绩效管理只注重目标激励,重点关注企业的年度或短期经营结果,不利于引导企业关注长远发展。以平衡计分卡模式的理念创新组织绩效管理,引入管理就是竞争力的内涵,变单一维度考核为多维度考核,使得组织绩效管理由单一绩效管理工具转变为企业战略管理工具。它的特色就在于很好的把握了经济效益与企业管理的关系,实现了两者相互促进,通过管理创新,创新机制,综合提升企业核心竞争力,促进企业战略目标的实现。
Organization performance management has been the main means for state-owned enterprises to implement and decompose the annual business goals.However,the traditional organization performance management only focuses on target incentive,that is to focus on the enterprise's annual or short term operation result,which is not conducive to guide the enterprises to pay attention to the long-term development.With the concept of the balanced scorecard mode to innovate organization performance management,the connotation of management is competitive is introduced,and single dimension assessment is changed into multiple-dimension assessment,making the organization performance management become a strategic management tool for the enterprise.Its characteristic is the good balance of the relationship between the economic benefit and enterprise management,realizing the mutual promotion.Through the management innovation,innovation mechanism,the enterprise core competitiveness can be comprehensively improved,to promote the realization of enterprise strategic target.
