摘要
在总结黑龙江大兴安岭林区能源-经济-环境(3E)系统发展现状的基础上,构建林区3E系统协调度评价指标体系,选用距离型协调度评价模型对其3E系统和任意两子系统之间的协调度进行定量分析,发现2004~2013年间林区的3E系统处于失调状态,而能源系统是制约3E系统发展的关键因素。因此,应该以提高能源系统发展水平为目标,从能源开发、消费的角度出发,构建以政府为主导、林区企业为载体、林区居民为受益者的能源系统优化体系。
This paper summarized the 3E system's current development in the Greater Khingan Mountains in Heilongjiang,built forest 3E system coordination degree evaluation index system,selected the type of coordination distance evaluation model for quantitative calculation of its 3E system and any two subsystems coordination,found the forest 3E system is in a state of imbalance from 2004 to2013,while the energy system was the main factor restricting the development of 3E system. Therefore,proposes to raise the level of development of the energy system as the goal,to the idea of energy development and consumption as a starting point to build a government-led,forest enterprises as a carrier for the beneficiaries of forest dwellers energy system optimization system.
