再议我国公立高等教育经费资源合理配置

The Further Discussion on the Rational Allocation of Funding Resources for Public Higher Education in China

如何合理配置我国公立高等院校教育经费资源始终是政府和高校讨论的热点话题。本文研究了当前我国高等教育资源配置中存在的五方面问题,即政府行政主导、高等教育资源配置差异大、重硬件建设轻软件投入、政府对教育资源管得过多过细、教育资源配置绩效评价有待完善,并据此提出了建议。

The way to rationally allocate educational funding resources for public institutes of higher learn- ing in China has always been the hotspot government and higher institutes concern. The study focuses on five aspects of problems existing in the resource allocation of current higher education in China, namely the dominance of government administration, the huge differences in resource allocation of higher education, the highlight of hardware construction but poor software input, the excessive inter- vention of government towards educational resources, and the further improvement needed in the per- formance appraisal of educational resource allocation, in accordance of which, corresponding counter- measures and suggestions are provided.
