基层信访“内卷化”:关于社会反作用于国家的研究

Involution of the Grassroots Petition :A Research about Society could Reacts on the State

关于社会对国家的反作用,现有的理论范式主要是马克思主义社会与国家的辩证关系和"俘获国家"理论。但前者只是概括性的理论,对于社会反作用于国家并没有详细论证,也没有解释社会反作用的机制和原理;后者毋宁说是利益集团理论的政治实践,而不是社会本身反制国家。本文在检索了近年来关于信访研究的代表性文献基础上,论述了信访的国家主义视角,并以社会对国家的反作用为分析框架,揭示基层信访"内卷化"的客观事实、外在表现和内在机制,最后提出了内卷化的本质要义存在于国家被社会捕获的总体趋势。

There are two primary theory paradigms in which Society could reacts on the State, one is the Dialectical relationship between State and Society of the Marxism, the other is the State Capture. But the former is general, and giving no more details on how could State be reacted. The concept of State Capture could only explain the behavior of the group of Interests Distribution, or rather, the political practice. Reviewing the representative literatures of Xinfang in recent years, this paper explores its national perspectives. Based on the Analysis Framework of reactions of Society, it argues that the Grassroots Petition is conceived to be able to achieve three fundamental features, this is, on the way to Involution, the outward expression and inter logic of Involution. In the end, the author argues that the essence of Involution is rooted in the general trend,in Contemporary China,of the Society's Capture on the State.
