政策网络的理论审查和完善途径研究——基于社会资本的视角

An Review Of The Policy Network Theory And Approach Improvement——Based on the Perspective of Social Capital

产生于"政策科学"范式向"政策分析"范式转变视域下的政策网络整合了多元主义和法团主义理论成果,并超越了传统的"过程阶段论"为导向的政策分析视野,成为一种新的政策分析路径和治理工具。但对政策网络理论审查发现,它缺乏严谨的理论基础,并对"网络"怎样影响政策结果这一问题的回答过于笼统和模糊。社会资本是嵌入在网络结构中实际或潜在的资源综合,包括制度规范、文化、关系、信任、合作等。研究发现,社会资本和政策网络的逻辑关联有同构基础:信任/认同、公民参与网络和互惠互利的规范。基于此,社会资本在政策网络中对政策结果具有很大的说服力,可以将社会资本作为政策网络中关键变量,寻求政策网络的完善途径——与制度分析发展框架和"上下来去"模型的整合。

Policy network, which produced in the horizon of 'the policy science paradigm 'shift to 'policy analysis paradigm',it integrates the pluralism and Corporatism theory, And transcend the traditional 'process of stage theory'oriented policy analysis vision, and became a new path of policy analysis and management tool. But after a review of the policy network theory, we found that it lacks the rigorous theoretical basis.And it's too general and vague to the answer of how 'network' influence the policy result is. Social capital is the actual or potential resources comprehensive embedded in the network structure, including system and regulation, culture, relationship, trust, cooperation, etc. The study found that social capital and the policy network logically have a homogeneous foundation: trust/identity, citizen participation network and mutual benefit regulation. Based on this, social capital is very persuasive on the policy ‘s result in the policy network,and regard the social capital as the key variables in policy network, for the improvement of the policy network approach-the system analysis framework and model integration 'to go up and down'.
