With the entry of the 21st century,Chinese oceanic era has approached silently.Meanwhile,the condi-tion of ocean security is serious and ocean security issues have arisen to the inevitably strategic problems as the con-flicts of territorial sovereignty and ocean benefits have occurred frequently in Chinese surrounding ocean areas.Sun Tzu’s thought of “certainty of victory pre-war”provides important strategic guidance for how to better protect na-tional ocean security and safe environment for Chinese and regional development on the basis of peaceful develop-ment.Certainty of victory pre-war emphasizes the preparations of national defence and security in peaceful period, which originates from pre-war actions,including the knowledge,estimates and preparation before the war so as to protect national ocean security and strategic benefits.
