It is an important part in the city for the outer space of public buildings, the texture is the first interface to rec- ognize the city and buildings for the people, and it is visual, reachable and being perceived. The success or failure of the de- sign for it impacts directly of the quality of life and cultural taste for the people living in the city. In modem cities, when the out- er space of the public buildings show itself to the people with a public attitude and inclusive condition, it can makes the public buildings reflecting a bigger value in the city, and the opening space will bring more vitality to the city.
