教育治理现代化视阈下政府能力陷阱研究

A Study on Competency Traps of Government from the Perspective of Modernization of Education Governance

政府作为教育治理的核心主体,其能力的正确施展是推动教育治理现代化不可或缺的重要力量。然而,政府在施展能力的同时,往往倾向于过度依赖或盲目自信过去的成功治理经验,从而制造"能力陷阱"。在教育治理现代化的语境中,政府能力陷阱主要表现在单一行政性教育治理手段的沿袭、教育决策集权性治理方式的倚重、教育公共服务参与的单中心倾向以及教育治理风格上管理与服务关系的失衡。政府能力陷阱在某种程度上延缓了教育治理现代化的进程,因此,要攻破教育治理现代化中的政府能力陷阱,关键在于政府对权变型教育治理思维、有限型教育治理能力、学习型教育治理模式、创新型教育治理方法的理解与应用。

As the core subject of education governance, governments are important to the modernization of education governance on exercising their functions correctly. However, in practice, governments tend to show over-dependence and blind self-confidence on past successful experience, thereby they make competence trap. In the context of the modernization of education governance, the competence traps of government are mainly reflected on four parts： Inheritance of single administration of means of education governance, over-dependence on centralization of educational decision, single center on providing public service of education and imbalance between educational management and educational service. In a degree, the competence traps of government slow the progress of modernization of education governance. Therefore, the ways of breaking the competence traps of government includes understanding and practicing contingency- thinking, limited capabilities, learning model and innovative methods of education governance.
