大数据在助力形成协同治理的新格局、提升民主化治理的程度、提高治理决策的科学性、推动治理结构的网络化等方面发挥着重要作用。我国在国家治理实践中,还存在缺乏"数据治国"的战略思维、缺乏完善的数据管理制度、缺乏充分开放的数据信息、缺乏成熟的技术与人才等问题。为此,必须从以下几个方面入手,进一步提升大数据对国家治理能力现代化的助推作用:提高"数据治国"意识,将其纳入国家战略;做好大数据顶层设计,突破"信息孤岛"藩篱;加大政务数据开放力度,完善信息安全立法;培养高端人才,加强技术研发。

Big data plays very important roles in formulating the new pattern of collaborative governance, improving the level of democratic governance, enhancing the scientific nature of governance decision-makings, and promoting the development of the grid-style governance structure. In current practice of national governance regarding the application of big data, there are still some issues, such as the lack of the consciousness of ＂data governance＂ strategy, the lack of a complete data management system, the lack of fully open data resources and the lack of mature technology and talent. As a result, in order to further play the supportive role of big date in the modernization of national governance, we shall focus on the following efforts： enhance the consciousness of ＂data governance＂ and incorporate it into the state＇s strategy; improve the top design of big data applications and break the fence of information island; further open data of government affairs and improve information security legislation; strive to cultivate high-level talents and strengthen the research and development of key technologies.
