遗留问题处理前后水库移民安置区生态承载力比较研究——以广西岩滩水电站D县安置区为例 被引量:4

摘要 对水库移民遗留问题的处理,使安置区移民生产生活条件得到提高,基础设施条件得到改善,劳动力就业得到发展,同时移民对资源的消费也随之增加,安置区生态承载力受到一定程度的挑战和影响。基于生态足迹的计算模型,计算分析了岩滩水电站D县安置区2008—2012年的生态足迹,并运用灰色预测法预测了安置区2013—2017年的生态足迹和生态承载力,分析遗留问题处理后安置区生态承载力的变化。结果表明,遗留问题处理后,安置区人均消耗增加,并出现了产业碳排等影响生态环境的行为,生态赤字不断扩大,安置区可持续发展状态较差。建议通过减少库区强度,规范移民的粗放生产,积极引导移民合理利用资源和集约利用的生活方式,实现库区长远可持续发展。 After treating the left-over problems of reservoir resettlement process, the resettlements' produc- tions and living conditions in areas were improved, infrastructure conditions and labor force were improved, while resentments' consumption of resources have increased, the ecological carrying capacity of resettlement area was subject to a degree of challenge and impact. The theory and method of ecological footprint was a- dopted to analyze the ecological carrying capacity in the area from 2008 to 2012, and the grey forecasting method was adopted to forecast the ecological carrying capacity from 2013 to 2017. The results show that af- ter treating the left-over problems, per consumption increase in resettlement area, and industrial carbon e- missions and other ecological impacts behavior emerge resettlement area ecological sustainability decreased, the resettlement area will be in unsustainable state. Therefore, attention should be paid to reducing the in- tensity of the reservoir area and guiding the rational use of resources and intensive use of lifestyle to achieve long-term sustainable reservoir development.
