Constructing Public Institutions Energy Conservation Management Theory System to Promote Scientific Development of Public Institutions Energy Conservation

自《公共机构节能条例》颁布以来,公共机构节能经历了萌芽期、初创期、成长期等不同的发展阶段,取得了一定成效,但由于理论准备、制度建设、工作思路等方面存在不足,以至公共机构节能还需进一步努力以走出困境。本文试从理论建构方面提出公共机构节能管理的工作思路和相关对策,以更好地推进公共机构节能工作。

Since 〈Public Institution Energy Conservation Regulations〉 was issued, public institution energy conservation has experienced different development stages, such as budding stage, initial stage, growing stage and has achieved certain results. But it still needs to spare no efforts to go out of its dilemma due to shortcomings of theoretical preparation, system construction and work ideas etc. The article provides work ideas and related countermeasures of public institution energy conservation management to promote public institution energy conservation.
