浙江再生资源产业与政策研究

Research on Zhejiang's Renewable Resources Industry and Policies

浙江的再生资源产业分布在永康、台州、慈溪、富阳等地,这些再生资源产业各有其特征,总体来看体现出三个阶段性特征:计划经济时期的"再生资源统购统销"、改革开发后的"资源简单循环利用"和新世纪的"资源高效循环利用"。面对新形势和新常态,必须创新发展模式,构建"收购站点——分拣中心——专业市场——产业基地"的再生资源回收利用体系和"政府推动、企业运作、行业自律、社会参与"的再生资源产业发展机制,以促进浙江再生资源产业的健康发展。

Zhejiang＇ s renewable resources are located in Yongkang, Taizhou, Cixi, Fuyang, etc. These re newable resources industries have their distinctive features, and shows overall characteristics of three phases： ＂unified purchase and sale of renewable resources＂ in the period of planned economy, ＂simple circular utilization of resources＂ after the reform and opening up, and ＂efficient recycling and utilization of resource＂ in the new century. Faced with new situations and new normal, we must innovate the development model, construct a system with the feature of ＂acquisition site -- sorting center -- professional market -- industry base＂ for renewable resources~ recycling and utilization, as well as a development mechanism with ＂government promotion, enterprise operation, industry self--discipline, social participation＂ for the industry of renewable re- sources, in order to promote the healthy development of the renewable resources industry in Zhejiang province.
