环境管理中政府失灵的治理——基于共有产权住房视角

Management of Government Failure in Environmental Governance by View of Common Right of House

环境问题已经成为制约中国经济发展与人们生活水平提高的重要因素,日益引起公众的重视,迫切需要政府加强环境管理。但是由于政府激励制度、官员考核制度和行政管理体制上的问题,环境管理中存在政府失灵的现象。传统环境经济手段不能很好地解决这一问题。而推行共有产权住房有利于实现产权明晰化,推动公众和政府参与环境管理,治理政府失灵问题。在实践当中要注意评估配套体系的建设、收益分配制度的完善、共有产权住房的合理选点和规模的稳步推进。

The environment problem has become an important factor restricting China＇s economic- development and the improvement of people＇s living standard, attracted public attention increasingly. Thus the need for the government to strengthen environmentalmanagement is urgent. Because of the system of encouragement, assessment and public administration of government, government failure al- ways exists in the process of environment governance. Traditional environmental economic means can not solve the problem very well,but carrying common right of house out can make the right of envi- ronment governance clearly and push the public and government to deal the environment problem and management government failure. During the practice, we should pay attention to building supporting system of assessment and system of income distribution,point selection and scale enlargement.
