网络集体行动的话语性及其风险治理

On the Discursive Power of Network Collective Action and its Risk Management

随着互联网的普及,网络集体行动具有了越来越大的影响力。从实质上来讲,网络集体行动区别于传统集体行动的关键问题是其话语性特征,即其属于一种符号性的话语行动。这种话语性给社会带来了前所未有的新型风险,包括可能制作传播分裂的意识形态、谣言的大量滋生、群体性的极化情绪、难以监管以及易被利用等。治理这些风险的措施,一方面必须坚持"宽严结合"的态度和原则,另一方面应当采取一系列以"疏"为主,以"堵"为辅,"疏""堵"结合的具体方式。

With the popularity of Internet,network collective action becomes increasingly influential. In its real sense,network collective action is different from traditional collective action in its discursive power. The discursive power brings unprecedented new types of risk to the society,which includes ideology of separation,large amount of rumors,collective intensive emotions,etc. Managing these risks requires the principle of ＂ kindness with severity＂ on one hand and taking ＂ persuasion＂ as the major means and ＂ blocking＂ as the supplementary means on the other hand.
