货币政策委员会职能定位研究

摘要世界上大多数央行货币政策决策机构采用委员会制,我国央行实行的行长负责制与货币政策委员会职能虚置导致权责不清,首长意志在货币政策决策中作用过大。通过分析,提出将央行依法制定和执行货币政策的职能从行长负责制中单独列出,交由货币政策委员会行使并修改完善有关法律法规的对策建议。
