摘要
本文作者针对在基础研究、应用研究、发展研究三类研究的部署和发展中存在的“科学是不保密的;基础研究成果是全人类的;科学成果是没有国界的”等议论和观点,阐述了自己的看法。认为:科学是具有国际性的,纯基础研究成果是全人类的,是不保密的。然而由于现代科学与社会的密切关系,科学研究是有社会性的。对有应用背景的基础研究,在一定程度上将受到不同国家政治、经济、军事等多方面的制约。因此,笼统提出“基础研究成果是全人类的”或“科学成果是没有国界的”,容易使人产生误解,从而放松我们对基础研究工作的纵深部署,影响基础研究的发展。
The author elaborates his views on some opinions existing in the planning and development of basic research, applied research and development research, such as 'there is no secrets in science, the results of basic research belong to the entire humanity, and scientific results have no state boundaries.' Science, he agrees, has an international nature, and the results of pure basic research belong to the entire humanity and keep no secrets. Owing to the close relation between modern science and society, however, scientific research bears its social nature. The basic research with the background of application is restricted to a certain extent by the political, economic and military factors in different countries. Therefore, general statements of 'the results of basic research belong to the entire humanity' or 'scientific results have no state boundaries' may lead to misunderstandings and affect our plans for basic research and its development.
