进入21世纪,人类进入立体开发、利用和保护海洋的新时代,海洋发展是一个具有全局性、前瞻性、战略性的重大理论和实践问题。自中共十八大提出中华民族伟大复兴的中国梦,海洋强国便成为国家的重要发展战略。继承和弘扬中华海洋文明传统,建设21世纪海上丝绸之路,推进中国文明的现代化转型,是海洋强国的内在诉求。没有古代中国在海洋上的崛起,近代中国在海洋上的衰落,就谈不上当代中国在海洋上的复兴。也就是说,中国海洋文明史是现代化倒逼出来的历史问题,客观与准确界定海洋在中华民族伟大复兴历史进程中的地位,讲好中国故事,需要中国海洋文明史的支撑。

The advent of 21 st century has witnessed the coming of the era of exploration and preservation of the sea.Marine development is an overall,prospective and strategic issue in the aspects of theory and practice. To become a strong marine country has been a fundamental national strategy since the raising of great rejuvenation of Chinese nation in the 18 th CCP National Congress. To inherit and enhance traditional Chinese maritime civilization,construct the 21 st century Maritime Silk Route economic belt,and to push forward the transformation of modernization of Chinese civilization is the inward expression of a strong marine power. Without the rising of ancient marine China or its decline in the late19 th and early 20 th centuries,there will be no such thing as marine rejuvenation of China,which means,study of the history of Chinese maritime civilization is triggered by modernization. To precisely and objectively identify the role maritime issues play during the process of the great rejuvenation of Chinese nation,and to tell the story of China,shall want the support of study of the history of Chinese maritime civilization.
