摘要
教育行政管理体制改革是我国新时期教育改革的重难点。管办评分离改革不仅有深厚的理论基础,更是现实的迫切需要。管办评分离需厘清"管"、"办"、"评"各自主体之间的权责关系,实现政府"管得有度"、学校"办得自主"、社会"评得客观",并在此基础上构建管办评"分离"与"联合"的共同运行机制。
The education administrative restructuring reform in China is a difficult and important point in the educational reform in new era. The reform of "the separation of management, sponsor and evaluation" not only has the profound theoretical basis, but also conforms to the reality requirement. "The separation of management, sponsor and evaluation" requires the clarification of the responsibilities and relations between the three educational subjects -- government, school and society, to realize the government' s "limited governance", school' s "independent sponsor" and society's "objective evaluation". Then the common operation mechanism of "separation" and "union" on the basis of "management, sponsor and evaluation" will be constructed.
