On Policy Innovation for Development of Eastern, Western, and Northern Guangdong

在实地调研和认真梳理各新区发展总体规划的基础上,本文从人口增长、土地利用、经济增长动力、资金需求等方面,剖析了当前各市新区规划建设中存在的主要问题,提出了统筹规划、产城互动与产城融合、抑制土地城镇化、投融资创新与风险控制、制度创新等方面的对策建议。

On the basis of field research and careful investigation of each new district development master plan, this paper deeply analyzes the main problem that exits in the development of current new district planning from the aspects of population growth, land utilization, economic growth impetus and fund demand. This paper put forwards the policy suggestions on overall planning, city and industry interaction and integration, inhibition of land urbanization, investment and financing innovation and risk control, system innovation, etc.
