中美地震应急避难场所比较研究

The comparative study on emergency shelters for earthquakes between China and U.S.

地震应急避难场所是震时临时安置受灾人员的必要场所。通过对美国地震应急避难场的调研,发现其在管理、功能和类型等方面都和我国有着明显的差异,也有值得我国借鉴之处。在应急避难场所建设中,要充分发挥社会力量参与地震应急避难场所的管理和运作,并充分考虑特殊社会群体对地震应急避难场所的需求。

Emergency shelters for earthquakes are necessary places for people affected by earthquake to live. Through the survey on the emergency shelters for earthquakes in U.S., we could find the differences between the two countries in the management, functions and types of emergeney shellers from which we can learn something. In the building of emer- gency shelters for earthquakes, we should maximize social participation in their management and operation and take full consideration of the needs from special groups.
