Beijing Social Participation Mechanism in Urban Greening Construction

社会参与是推进绿化建设的重要力量。基于对建立完善绿化建设社会参与机制重要性的认识,全面分析了北京市绿化建设社会参与的现状和问题。在此基础上,从参与理念、发展方向和支撑措施3个方面构建了北京市绿化建设社会参与机制框架。其框架要义:共建是基础,共担是保障,共享是目标,共同构成三位一体的金字塔形层次结构,实现参与对象从一元(政府)→二元(政府与企业、社会组织或者个人的组合)→多元(政府、企业、社会组织、个人的多方组合)的递进发展。

Social participation plays important roles in promoting the greening construction. Based on the significance of establishing social participation mechanism in urban greening construction, the current situation and questions of social participation in Beijing＇s greening construction were comprehensively analyzed in this paper. Then a broad outline of social participation mechanism in Beijing＇s greening construction was creatively provided. Those include three aspects： participation idea, developing direction, and supporting moves.The framework is to build a foundation,sharing is the guarantee,the share is the goal, togetner constitute the pyramid hierarchical structure of the trinity,in order to enure the progressive development from one to binary to multiple bodies.
