摘要
在过去的二、三十年间,发达国家都在改革公共服务,无论是美国的"政府再造",还是英国的"公共服务现代化"都旨在努力提高公共服务的供给效率;为达成这一目标,各国政府都寻求改变公共服务的供给结构,从官僚层级和市场化模式走向网络治理。在基本公共服务提供中加强政府和NGOs的协作也正被包括我国在内的发展中国家所提倡。公私合作伙伴关系(PPPs)作为网络治理的主要工具,其运用效果至关重要。论文对网络治理中公私合作伙伴关系的动力因素和限制因素进行了分析和归纳,提出网络治理的环境、网络中组织属性和治理网络关系的属性对PPPs关系具有推动作用;而在治理网络的运行和网络的评估中也存在着诸多的限制因素。
In the past 20 - 30 years, the developed countries are in the reform of public service. Both the ＂Reinventing the government＂ in USA and the ＂public service modernization＂ in Britain are aimed at trying to improve the achieve this goal governments are seeking to supply the efficiency of public service. In order to change the structure of supply of public service from bureaucratic and the market pattern to network pattern. Public Private Partnerships （PPPs） is the main tool of network governance, and its effect is very important. Based on the extensive literature research, dynamic factors of network governance in public-private partnership and the limiting factors are analyzed and summarized in this paper, which has practical significance for the effective use of PPPs tools. However,there are many limiting factors in the operation of the network.
