Governance of Modern Research Institutes: Connotation,Evolution Path and the Quantitative System

现代科研院所为创新驱动发展战略提供重要支撑。在我国科研院所改革的背景下,提出科研院所治理的概念,并从治理目标、治理结构、治理行为和治理对象四个方面提炼出科研院所治理的特殊性。回顾三十年来我国科研院所改革历程,梳理了科研院所治理结构的演进路径。基于制度经济学分析框架,从所有权控制和行政干预的角度归纳科研院所治理结构演进的政策驱动过程。并在以上分析的基础上,按照治理结构、治理行为和治理对象的框架初步构建了科研院所治理结构的评价体系。厘清了我国科研院所治理转型路径,明确了治理转型驱动因素和驱动过程,提出了科研院所治理转型的对策建议。

In context of the research institutes reform, this paper proposes the concept of research institutes gover- nance, and extracts its particularities from four aspects. We reviewed three decades of research institutes reform process, search their governance structure evolution path. Summarizing the policy-driven process of research insti- tutes governance from the perspective of ownership control and administrative interventions based on Institutional Economics. On the basis of above analysis, we build an evaluation system for research institutes governance struc- ture. This paper clarifies the transition path, and makes clear governance restructuring driver and the process. It is significantly important to breakthrough dilemma of research institutes govemance and establishes a good institutio- nal environment.
