新形势下我国农业发展战略的转变——重新审视我国传统的“粮食安全观”

The Logic of China's Agricultural Policy Transition and Suggestions for Policy Adjustments

在农业发展面临一系列严峻挑战的背景下,中国对农业发展战略做出了适当调整,提出了确保"谷物基本自给、口粮绝对安全"的粮食安全新目标。文章梳理了新时期中国农业发展面临的农产品供需结构矛盾、高农业补贴政策面临的困境和农业资源环境破坏严重等三个"难以持续"的严峻挑战。在此基础上重新审视中国传统的"粮食安全"观念,分析新时期中国农业发展的"战略转变"的逻辑思路,并提出了促进中国农业发展战略转变的六大"政策调整"。

The development of China＇s agriculture is facing a series of challenges, and the recent large increase of major agricultural commodities has caused great concern both in China and in other countries. This article re- views the three ＂unsustainable＂ issues that China＇s agricultural is facing, including the structural mismatching between the supply and demand of agricultural products, the limited potentials for expanding China＇s agricultural subsidy, and the mounting pressure on agricultural resources use and environmental reservation. Based on the re - examination of the traditional ＂grain security＂ concept, we explain the recent adjustment of China＇s agricul- tural development strategy, and provided policy suggestions for the transition.
