领导与服从、分权与制衡，抑或优势互补与统筹协作？--县级党政领导关系的个案研究

Lead and Follow,Check and Balance,or Coordinate and Complement: A Case Study of the Relationship between County-Level Government Leaders

对D县的研究发现,县级四套班子分别偏重于决策、执行、监督、建议功能,分别侧重于对上、对下、对平级和对外交往,体现了党委的权威、政府的务实、人大的从容、政协的超脱。四套班子对各职能领域的关注点不尽一致,但都以经济建设为中心。在行政机关内部,出现了"正职、常务副职、分管副职"三个层次,分别起到领导全局、组织协调和分管各线的作用;副职之间竞争激烈。县级党政领导间呈现出优势互补和统筹协作的关系。

The study shows that each of the four groups of the D County government has its emphases in manage- ment behavior. The local CPC committee, local governments, local congresses and local CPPCC committees separately emphasize decision -making, execution, supervision, and suggestion, and each of them mainly con- tacts superiors, juniors, colleagues, or the outer world separately, which shows their authority, pragmatism, degage nature and detachment respectively. At the same time, the four groups also can coordinate and cooperate well in the central task of economic development. There are three levels in local government leadership as the mayor, executive vice mayor, and vice mayor, who respectively take the whole situation into account and plan accordingly, organize and coordinate, and take charge of certain aspects. This kind of behavior characteristics and the role configuration provide a reliable guarantee for the rapid development and orderly management of the local economy and society. Meanwhile, there are also some negative aspects reflected by this relationship.
