通过对全球领先的科技创新中心——美国硅谷地区的研究,了解该地区科技创新产业的崛起动因,从城市空间布局的角度总结其发展历程及在科技创新产业发展方面的优势。同时对美国规划体系背景与硅谷规划管控措施进行深入研究,重点论述区划中刚性与弹性土地利用分区的配合、创新土地用途与规划许可的程序等要素,及其在科技创新产业发展中起到关键性作用,总结其在规划管控方面可为上海借鉴的成功经验。

Through the study of the world＇s leading center of science and technology——Silicon Valley, we learn the rising motivation of this district and summarize the development process and advantages in innovation industry. At the same time, we made a deep research in American planning system and planning control measures, focusing on the rigidity and flexibility zoning, innovative land use and planning permission procedures. In the end, we sum up the successful experience which can be used in planning control in Shanghai.
