产业升级背景下的城市存量产业用地再开发问题与路径 被引量:33

摘要 城市存量用地再开发是新型城镇化背景下城市规划建设面临的新常态问题。区别于外延扩展的增量城市开发,城市存量用地再开发需要应对更复杂的问题。作为存量用地的重要类型,存量产业用地的再开发是当前城市产业升级和空间优化的重要抓手,探讨再开发问题和路径具有重要的现实意义。在对城市存量用地再开发的内涵解析与最新研究进展综述的基础上,以深圳为案例,归纳我国城市存量产业再开发的现状、问题与机制,并围绕存量用地再开发中的关键利益平衡与成本分配所涉及的规划指引等问题,探讨优化城市存量产业用地再开发的规划制度设计。建议通过优化"弹性动态全过程调控"的规划制度、"增值收益共享"的土地供给政策,以及"弹性土地出让年限"的土地出让制度等,保障存量用地再开发工作的有序开展。 The urban existing land redevelopment is the new normal issues of urban planning and construction at the background of new urbanization. Different from the outward expansion of incremental urban development, urban stock land redevelopment needs to deal with more complex issues. As an important type of stock land, industrial stock land redevelopment is an important starting point of current urban industrial upgrading and space optimization, so study on mechanism and routing of redevelopment has important practical significance. Based on the interpretation of urban existing land redevelopment and the relative latest progress review, in the case of Shenzhen industrial reconstruction, we summarized the status quo problems and mechanism of urban industrial existing land redevelopment, and then discussed the planning system design to optimize the urban industrial land stock redevelopment, for the key planning guidelines of the interests balancing and the cost allocations involved in the stock land redevelopment. We consider it necessary to deal with the stock land redevelopment through the 'flexible dynamically regulation of the whole process' of planning system design, the 'value-added revenue sharing' of the land supply policy, as well as 'flexible land transfer period' of the land。grant system.
