摘要
随着我国城市发展由"增量扩张"时代走向"存量治理"时代,城乡规划也从以新城建设为主转向了以旧城更新为主的"新常态"。面对旧城区复杂的现状产权问题和多重利益诉求,各产权单位的自主更新呈现出模式单一化[1]、经济效益最大化的态势,导致城市空间环境被破坏、土地价值未能合理利用等城市问题。以西安市碑林区旧城更新项目为例,通过对碑林区旧城更新过程中土地产权关系与城市发展需求的内在矛盾及影响机制的研究,揭示碑林区旧城更新问题的特殊性,并通过有针对性的讨论,提出了产业规划先行、产权联合共建、更新时序划分等适合西安旧城更新的规划策略和方法。
As the urban development of China enters the 'inventory planning' period from the 'increment planning' period, urban planning has turned to the 'new normal' which focuses on urban renewal. The complex property rights and the multiple interest demands make many property unites' renewal process become reductive and acquisitive which results in some new urban problems such as the urban environment disruption and unreasonable land use. In the case of the urban renewal project of Xi'an beilin district, we reveal the particularity by studying the inner contradiction and influencing mechanism of the property rights and urban development needs. we finally proposed some targeted methods including industry planning first, joint property development, time sequence planning and so on.
