摘要
株洲市清水塘生态新城控制性详细规划对低影响开发的雨洪管理提出较明确的要求,通过引入水环境指标体系,在雨水水量标准和水质标准方面均给出定量目标,并通过水文模型模拟计算城市中各个地块开发前后径流情况,给出在一定排放标准条件下开发后地块内所需减排出流值和滞留容积等关键性指标,在核心建设区范围内形成控制性规划导则。在新城后续的开发实施中,需要因地制宜、科学合理采取雨洪措施,保证雨洪管理目标能够完全达到。本规划可为国内其他城市排水防涝工程提供一定的借鉴和指导。
Regulatory master plan of Zhuzhou Qingshuitang Eco-city integrated a Low Impact Development approach for stormwater management. Objectives for stormwater quantity and quality are defined and index system of water environment is introduced. Hydrological modelling is adopted to simulate pre-development and post-development conditions on plot level and the key indicators such as required reduced outtlows, retention volumes etc. are calculated. Based on the guiding framework, stormwater management measures will be taken in implement phase. It may provide a guiding reference for similar stomlwater project planning and implementations in other regions of China.
