摘要
目的为全国铁路口岸核与辐射涉恐突发事件应急处置演练提供参考范本。方法模拟入境货运列车夹带高活度放射性物质,被检验检疫人员查获的情景,满洲里检验检疫局经请示内蒙古检验检疫局,启动《满洲里口岸核与辐射涉恐事件应急处置预案》,与公安、环保、卫生、边检、海关、铁路等部门密切配合,联合开展应急处置工作。并对铁路口岸核与辐射快速应对和处置进行总结和探索。结果应急程序、处置方法妥当,相关部门密切配合,提高了口岸检验检疫人员应急处置能力及专业水平。结论《满洲里口岸核与辐射涉恐事件应急处置预案》的实用性得到检验。
Objective The aim of this article was to provide reference of emergency drilling for the national railway port to deal with terrorism events of nuclear and radiation. Methods The drilling simulated that a land-border crossing freight train carried some radioactive materials of highly active. The materials were detected by quarantine officers. Manchuria Entry-Exit Inspection And Quarantine Bureau(CIQ) started "nuclear and radiation terrorism related emergency disposal plan of Manchuria port" and worked with Public Security Bureau, Environmental Protection Bureau, Health Bureau, Frontier Inspection Station, Customs and Railway Bureau by asking for instructions to Inner Mongolia CIQ. Also to summarize and explore rapid response and disposal nuclear and radiation events for the railway port. Results It has shown that the program and method of this emergency drill are appropriate. All the departments participated in this drill have collaborated closely with each other. The emergency disposal ability and professional level of quarantine officers were improved by emergency drilling. Conclusion Practicability of "nuclear and radiation terrorism related emergency disposal plan of Manchuria port" was testified.
