摘要
本文对我国设立的各级各类科技奖励现状进行了系统的梳理,并基于国家级、省级、部委级以及社会力量设立的科技奖励的相关政策文件与管理办法的内容,采用定量分析的模式,构建了科技奖励基础信息分析数据库,对设奖主体、奖励对象、奖励数量、奖励周期以及奖励金额等进行了定量分析,同时与国际上的科技奖励相关内容进行对比研究,在此基础上提出我国科技奖励存在的问题与改进的建议。
This paper systematically examines the current situation of science and technology awards of various kinds and all levels in China. Based on relevant policy documents and management measures regarding the awards from various governmental levels and social forces, the authors employ the model of quantitative analysis to create a database concerning such basic information on awards as the award supplier, award receiver, award number, award cycle and award amount. Then the authors make a quantitative and contrastive analysis of these awards with those abroad. Finally, problems in issuing the awards are pointed out and suggestions are put forward for improvements.
